I know some of my regular readers have disagreed, but if you implement a novel new program or benefit at a cost of $1, then you need to increase taxes elsewhere for $1 to pay for that expenditure, or, reduce expenditures by $1 somewhere else. 2) All legislation comes with unintended consequences.
